3)      Addition to Standing Orders and Protocol for Remote Meetings

a)      Approval of an addition to the Standing Orders setting out procedures for remote meetings as permitted by the Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020.

a)      An opportunity for residents to address the Parish Council.

6)      Planning Applications

a)      20/01154/FUL Hillbreeze, Sharpstone Lane, Freshford, BA2 7UA: Alterations to fire damaged property to include erection of an extension with bathroom and kitchen and installation of new roof. Erection of a storage building.

b)      19/10471/FUL 3A Church Lane, Limpley Stoke, Wiltshire, BA2 7GH: Erection of 2 No. dwellings and associated landscaping and access works (amended design).

7)      Planning Consultation

a)      To consider the BaNES planning consultation ‘Local Plan partial update and Statement of Community Involvement’ running until 1 June 2020.

8)      Tree Applications

a)      None for consideration

9)      Decision Notifications

a)      9 The Glebe, Freshford, BA2 7TZ: First floor extension over existing kitchen/diner/wc, minor internal alterations to form self-contained accommodation on both floors sharing a front door – Permit.

10)  Response to Coronavirus

a)      To note the work of Liferaft in supporting residents in Freshford and Limpley Stoke during the Coronavirus ‘lockdown’ and that efforts will continue for the foreseeable future.

11)  Freshford Surgery

a)      Approval that, following the recent decision by Somerset Primary Care Commissioning Committee to permanently close the Freshford branch surgery, Freshford PC will provide full support to all activities required to create a new local surgery facility in Freshford and to work towards creating a community health facility within the village.

12)  Finance and Personnel

a)      April Payments. Notification of receipts and to approve payments for invoices received during April.

b)      Bank Reconciliation. To approve the Bank Reconciliation.

c)      Approval of insurance renewal for 2020/21.

a)      To note ongoing consideration of the renewal of the lighting maintenance contract.

b)      To note use of The Tyning for a temporary community art work project and a proposed plant swap.

a)      To note that the work of those undertaking maintenance contracts for the Parish Council will be kept under review whilst Coronavirus restrictions remain in place.

b)      Approval of a quote from Alan Duck for £130 to remove a split tree limb and an additional £65 for pruning of vulnerable branches where necessary.
